Pick the station first. The Keisei Skyliner reaches Keisei Ueno from Narita Airport in as little as 41 minutes, and the hotel pages list Keisei Ueno separately from JR Ueno. APA Hotel Keisei Ueno Ekimae is 1 minute from Keisei Ueno on foot. Wing, Mitsui Garden, Dormy Inn and NOHGA give 5 to 7 minutes. The two Mystays hotels give 13 and 18.
The four bases are Keisei Ueno, Ueno Station (JR, Ginza and Hibiya lines), Ueno-Hirokoji and Okachimachi, and Inaricho. The Inaricho hotels give 3 to 4 minutes to Inaricho Station on the Ginza Line and, for two of them, 5 minutes to the JR Ueno Iriya exit; Mystays says Asakusa is 3 minutes by train from Inaricho.
Standard check-in is 15:00 at the hotels that state a time, and check-out is 10:00 at Super Hotel and APA and 11:00 at the others that state one. Sotetsu Fresa Inn gives 14:00 and 12:00 to its members. MIMARU, the apartment hotel for families and groups, accepts check-in after 22:00 if told beforehand.
