Pick the base by what you came for. Fukui Station is a Hokuriku Shinkansen stop and the start of the Echizen Railway lines to Katsuyama and Mikuni and the Eiheiji Liner bus; three hotels there are 1 to 7 minutes on foot. Awara Onsen is the hot spring town; its five ryokan here are 3 to 9 minutes on foot from Awara-yunomachi Station on the Echizen Railway, or about 10 to 15 minutes by taxi from JR Awara-Onsen Station on the Shinkansen.
For the Dinosaur Museum, the mountain resort hotel in Katsuyama runs a free shuttle bus from JR Fukui Station for its guests, and a free shuttle from Katsuyama Station and the museum that anyone can book online; the resort lists it to 29 November and again from 18 December to 4 April. Tsuruga Station, where the Shinkansen meets the Thunderbird from Osaka, has two hotels 1 to 2 minutes from the west exit.

Awara Onsen is the hot spring town: its ryokan are 3 to 9 minutes on foot from Awara-yunomachi Station, and buses to Tojinbo stop in the town.
